Switzerland’s New Climate Target

Achieving the Target

The reduction will be achieved primarily through domestic measures, although Switzerland plans to use internationally transferred mitigation outcomes (ITMO) from cooperation initiatives under Article 6 of the Paris Agreement. This approach has drawn criticism from environmental groups like 350.org, which question the credibility of relying on international carbon trading mechanisms.

Legislative Support

To support this target, Switzerland will amend its CO2 law for the period from 2030. The government plans to send a draft bill to parliament soon, ensuring that the necessary legal framework is in place to achieve these ambitious goals.

Long-term Strategy

Switzerland's long-term climate strategy envisions that by 2050, the country will still emit about 11.8 million tons of CO2 equivalent annually, mainly from agriculture, industry, and waste sectors. To reach a net-negative balance, Switzerland will need to implement negative emissions technologies.

Challenges and Criticisms

Despite these ambitious plans, Switzerland's climate policy has faced challenges. The European Court of Human Rights recently ruled that the country violated Article 8 of the European Convention on Human Rights by not sufficiently protecting its citizens from climate change. The Swiss government has contested this ruling, arguing that it did not consider the revised CO2 law that came into force in March 2024.
